The Planning Department leads strategic planning and technical research for Chemung County. Our mission is to support local communities, strengthen the economic vitality of the County, protect natural resources, and enhance the quality of life for all.

Elmira-Chemung Transportation Council

The County Planning Department hosts the Elmira-Chemung Transportation Council (ECTC), which is the local metropolitan planning organization (MPO). As the MPO, ECTC is responsible for the planning and programming of  all major transportation projects. ECTC engages in detailed transportation planning and programming to qualify local projects for various federal and state funding opportunities.

Environmental Management Council and Climate Smart Task Force

The Planning Department is advised by the Environmental Management Council (EMC), a voluntary advisory board appointed by the county government. The EMC acts as a liaison between community members and the local government, an advisor to the county government on the improvement and preservation of environmental quality, and the Task Force for Climate Smart Communities (CSC).

Chemung County Planning Board

The County Planning Advisory Board reviews land use and planning matters that are referred by local municipalities. When reviewing projects, the Planning Board considers impacts and benefits of the community as a whole, rather than for the benefit of a particular property owner or developer.

Transit Board

The Planning Department and ECTC provide staff support to the Transit Board and oversight of the TransDev agreement for the day-to-day operations and management of the county bus system - CTRAN, and the Transportation Center in downtown Elmira
