As Chemung County Executive Christopher Moss begins his second term, he has announced the following administrative appointments and reappointments:
As of 02/17/2023, Deputy Executive David Sheen will transition into an administrative role within the Executive Branch pending his retirement scheduled for December 2023. During this period, Mr. Sheen will be responsible for reviewing purchasing protocols and assisting with the implementation of the newly created county-wide purchasing initiative, reviewing departmental budgeting amendment requests, reviewing internal policies and developing strategies involving purchasing and budgeting, as well as assisting with the onboarding process of the newly appointed Deputy Executive who will be named in the near future.
As of January 1, 2023 Vincent Azzarelli has been appointed to the position Chemung County Director of Emergency Management. Mr. Azzarelli brings an impressive resume to the position having previously served as the Chemung County PIO and most recently the Director of Civil Defense. Mr. Azzarelli possesses a Master’s Degree in Management, Bachelor’s degree in American History/Secondary Education, during his tenure with Chemung County Mr. Azzarelli has received multiple certifications and trainings from FEMA and NYSDHSES to include threat assessment management. Mr. Azzarelli is also responsible for successfully leading the County through its first ever New York State Emergency Management Accreditation.
As of January 1, 2023, Jeff Gray will become Chemung County’s full-time Fire Coordinator responsible for administering county programs involving fire and mutual aid. His responsibilities also include assignment as the chief liaison officer on behalf of the county to work with local fire departments on various needs. Mr. Gray brings decades of fire experience to the position and was formerly a Deputy Fire Coordinator, as well as the Director of Emergency Management.
