NOTICE OF PUBLIC HEARING ON 8-YEAR REVIEW OF CHEMUNG COUNTY AGRICULTURAL DISTRICT

NOTICE is hereby given that the County Legislature of the County of Chemung, State of New York, will hold a public hearing in the Chambers of the Chemung County Legislature, 203 Lake Street, Elmira, New York 14901 on the 6th day of April 2026 at 6:50 p.m., to consider the recommendations of the Chemung County Agricultural and Farmland Protection Board relative to the certified Agricultural District located in the County of Chemung, to include the addition of the real properties listed below. 

The Chemung County Agricultural District currently includes 46,642.73 acres within the Towns of Ashland, Baldwin, Catlin, Chemung, Elmira, Erin, Horseheads, Southport, Van Etten, and Veteran, and the Villages of Horseheads and Wellsburg.  A map of the district can be found on the Chemung County Agricultural & Farmland Protection Board website at https://chemungcountyny.gov/295/Agricultural-Farmland-Protection-Board. A physical map of the district can also be examined in the Office of the Clerk of the Chemung County Legislature, 203 Lake Street, 5th Floor, Elmira, New York on weekdays from 8:30 am- 4:30 pm. 

The Chemung County Agricultural Farmland Protection Board recommends the continuation of the Agricultural District, with the addition of the below listed properties consisting of 1,328.22 acres.  All parties in interest, citizens and municipalities will be heard by the Chemung County Legislature at the public hearing.

 "Free Rabies Clinic Offered by the Chemung County Health Department”

 The Chemung County Health Department, in conjunction with the Town of Erin, will be offering the following free rabies vaccination clinic to New York State residents:

Pre-Registration is required. The pre-registration link is on Chemung County's website (www.chemungcountyny.gov/rabies). Please arrive at your designated appointment time.

Cats, dogs, and ferrets, three months of age or older, must be on a leash or in a carrier and under the control of a responsible adult. The Chemung County Health Department reminds dog and cat owners to bring proof of a previous rabies vaccination to receive a three-year certificate for their pets.

To ensure the clinic runs smoothly, it's recommended that owners have one adult per pet. Dog owners should also come prepared to clean up after their animals in case accidents occur. Cat owners lacking carriers should talk to clinic staff before removing their animal from their vehicles.  

The NYS Sanitary Code and Public Health Law require that all cats, dogs, and ferrets (four months of age or older) be vaccinated to prevent rabies. Please be aware that pet owners who do not comply with NYS Public Health Law rabies vaccination requirements may be subject to a fine of up to $200. Free rabies clinics are provided at least every four months throughout the year, so there should be no excuse for a pet owner not to vaccinate their pet. Residents are urged to take advantage of these free clinics to be responsible pet owners and avoid violating the law.

CHEMUNG COUNTY DEPARTMENT OF PUBLIC WORKS TO HOST PUBLIC INFORMATION MEETING FOR BRIDGE REPLACEMENT PROJECT IN THE TOWN OF VAN ETTEN, CHEMUNG COUNTY

The Chemung County Department of Public Works will host a public information meeting from 6:00 PM to 7:00 PM on Tuesday, April 7, 2026, pertaining to an upcoming project to replace the bridge carrying Jackson Hollow Road over Jackson Creek in the Town of Van Etten, Chemung County. The bridge is located between the intersections with Banfield Road and Vankirk Road.

The informal, open-house style meeting will be held at the Van Etten Town Hall, 6 Gee Street, Van Etten, New York 14889. Preliminary project plans will be available for review, and representatives from the Chemung County DPW and their consultant, LaBella Associates, will be available to answer questions. No formal presentation is planned.

The proposed project will replace the existing bridge, constructed in 1938 and at the end of its service life, with a single-span bridge supported on new abutments that will accommodate all legal loads, including buses and fire trucks, with improved bridge hydraulic performance. The new bridge will be longer and wider than the original crossing and will be constructed in accordance with modern design standards, enhancing safety and mobility for pedestrians and motorists alike.

It is planned that a portion of Jackson Hollow Road will be temporarily closed in the vicinity of the bridge, and an off-site detour will be utilized during the construction of the new bridge. The project is currently in the preliminary design phase, with construction anticipated to begin in 2027.

Chemung County is accepting applications for the Room Tax Tourism Grant from non-profit agencies and organizations that promote and enhance tourism during the 2026 calendar year.

Eligible activities for tourism grant funding include, but are not limited to, events, festivals, and promotional materials that help attract and welcome visitors.   Funds may not be utilized for capital or infrastructure improvements.

These activities aim to boost economic activity in Chemung County by increasing overnight lodging, dining, and attraction visits, and by increasing the sale of gifts, souvenirs, and other items to tourists.

Chemung County/Casella Waste Systems Scholarship Announcement

Chemung County is pleased to announce the 2026 Chemung County/Casella Waste Management Systems Scholarship, a scholarship program designed to assist college or college-bound students pursuing careers in environmental science, engineering, agriculture, waste management, or another environment-related field. 

As part of a landfill operations contract with Chemung County, Casella provides funding to support the scholarships while the County administers the scholarship program. The initiative underscores the mutual commitment of Chemung County and Casella to supporting and developing environmental professionals. 

The scholarship will provide $2,500 in 2026 toward the education costs of each awarded scholarship recipient. Based on a review of application materials, scholarships will be awarded to candidates who best demonstrate eligibility, commitment to an environmental career path, and academic success. Additionally, eligible applicants must be residents of Chemung County and U.S. citizens or permanent residents. 

The deadline to apply for this scholarship is May 1, 2026, and the County expects to notify scholarship recipients toward the end of May 2026. The application process, complete eligibility criteria, and additional information are available on Chemung County's website at ChemungCountyNY.gov/scholarship.

Walk a Mile in My Shoes Kickoff Luncheon Scheduled for March 13, 2026

 Chemung County residents are invited to attend the Walk-a-Mile in My Shoes Kickoff Luncheon on Friday, March 13, 2026, at 12:00 PM at Meals on Wheels, located at 409 Williams Street in Elmira.

 The luncheon will mark the start of the 2026 Walk a Mile in My Shoes season. The event brings together supporters, volunteers, and community partners who participate in the annual walk and related activities.

 Walk a Mile in My Shoes is a community effort that raises awareness and support for individuals facing challenges. The kickoff luncheon offers participants a chance to connect, learn about upcoming activities, and recognize the ongoing commitment of those who support the program.

Organizers will share information about this year's walk season and discuss ways residents can get involved. The event will also highlight the impact of community support and the role of local volunteers and organizations in strengthening Chemung County.

Park Station is Now Open for Ice Fishing and Ice Skating

The Chemung County Buildings and Grounds Department announces that Park Station ice fishing and ice skating are now open. The hours of operation are 8:00 AM – 4:30 PM daily. All motorized vehicles (including but not limited to ATVs or snowmobiles) are not allowed on the lake.

These activities will remain open as long as the weather permits. For weather conditions, call 607-739-9164 or 607-737-2843. There is no entrance fee to enter Park Station during the winter.

In addition to ice fishing and ice skating, the park is open daily for cross-country skiing and hiking.

Individuals are reminded that an adult must accompany children under 12. Ice fishing and ice skating are at the participant’s own risk. No ice fishing is allowed within 100 feet of the ice-skating area.

Chemung County's Home Health Agency is Regularly Rated Highest in the County.

 The Health Department's Certified Home Health Agency provides home health care to Chemung County patients. These agencies are rated on a "Star" system by the Centers for Medicare and Medicaid Services (CMS).  The “Star” ratings range from 0 to 5, with five being the highest. There are two types: Quality of Patient Care, which assesses how well the patient does after treatment and how the agency provides care, and Patient Experience, which assesses patient feedback surveys. 

Since 2018, the Health Department's Certified Home Health Agency has outperformed other local certified home health care agencies in both quality of patient care and patient experience. See table below* for the average yearly "Star" rating from 2018 through the second quarter of 2025.

This data shows the high level of care provided by the Health Department. This data also indicates that this high level of care is consistently delivered over a long period of time.

With the Federal government's ongoing shutdown, many Chemung County residents may have their Supplemental Nutrition Assistance Program (SNAP) benefits temporarily suspended as of November 1, 2025.

For individuals who may need assistance before the Federal shutdown concludes, Chemung County has updated its website to include a "Food Pantry Locator" button that provides up-to-date information on available community food resources throughout the County.

Chemung County Health Department Offering Free Flu Vaccinations for Adults

The Chemung County Health Department will be offering free flu vaccinations for those 18 years old and older at the Southern Tier Healthcare Expo, at the LECOM Events Center on Saturday, November 1, 2025. This event will take place on the Williams Toyota Turf Field from 10:00 AM to 3:00 PM.  

This vaccination is free, and health insurance information will not be collected.

Christian Hollow Mitigation Study Underway

Christian Hollow Road (County Route 26) has suffered repeated damage over the years due to extreme storm events. These events have not only compromised the integrity of the road but have also impacted the adjacent stream and caused significant damage to private property, including the loss of bridges and major gravel deposition.

In response, the Chemung County Department of Public Works, in collaboration with the Chemung County Stormwater Team, has secured a planning grant from the Department of Homeland Security. The grant will fund a feasibility study focused on identifying effective mitigation strategies to protect both Christian Hollow Road and the surrounding natural resources.

Labella Associates has been contracted to carry out the study, with an expected completion date of June 2026. The study will provide the foundation needed for the County to pursue additional funding aimed at implementing the recommended mitigation measures.

Residents may notice increased activity in the Christian Hollow area as crews from Labella collect field data and conduct site assessments over the coming months. We appreciate the public’s cooperation and understanding as this important work gets underway.

 Chemung County Receives Fiscal Stress Score from New York State Comptroller

Chemung County has received its 2024 Fiscal Stress and Environmental Stress Scores from the Office of the New York State Comptroller (OSC). The County received a Fiscal Stress Score of 6.7 and an Environmental Stress Score of 20, resulting in a "No Designation" Fiscal Stress rating, which is the best possible outcome. Chemung County's 2023 Fiscal Stress score was 3.3, also "No Designation."

 The OSC fiscal stress monitoring system is an early warning program. It identifies counties, cities, towns, villages, and school districts that are experiencing financial difficulties. The program provides annual fiscal stress scores to help local leaders and taxpayers understand financial conditions and plan for the long term. The Fiscal Stress Monitoring System (FSMS) analyzes data that local governments and school districts are required to report annually to OSC, and then scores that data and assigns a designation based on various categorical indicators. 

 "The increase from 2023 to 2024 reflects the impact of operating deficits in recent years," said Chemung County Treasurer Katlyn Colombani-Ruiz. "As expected, the rise from 3.3 to 6.7 is due to the Operating Deficits category, where County combined funds have reported deficits for two of the last three years. If we experience a combined fund deficit in 2025, I anticipate we will reach the maximum score of 10 points in this category. While the County remains in the strongest possible overall designation within the OSC fiscal stress monitoring system, it is important to recognize the deficit trend and work toward balanced operating budgets in the years ahead. Otherwise, the County fund balance and liquidity will deplete, which in turn will negatively impact the County's fiscal condition and stress score in future years. The 2024 score affirms that the County is not in fiscal stress in the near term, but also reminds us to stay vigilant about long-term fiscal health."

The second booklet of Senior Farmers’ Market Coupons can now be distributed!

The Chemung County Department of Aging and Long Term Care is pleased to announce that a second issuance of the Senior Farmers' Market Nutrition Program (SFMNP) coupons has been approved!. Eligible older adults can receive an additional free coupon booklet valued at $25 to use at participating farmers’ markets across New York State. Booklets will be distributed on a first-come, first-served basis while supplies last. Each booklet is valued at $25 and contains five $5 coupons that may be used to purchase fresh, locally grown fruits and vegetables. The program promotes healthy eating habits among older adults while also supporting local farmers and producers.  Coupon booklets must be picked up in person by the eligible individual or by a designated representative with completed Proxy paperwork. Individuals with Power of Attorney (POA) may pick up coupons on behalf of an eligible senior by presenting valid POA documentation and completing the required forms.

 Eligibility Requirements:

To receive Senior Farmers’ Market coupons, individuals must meet ALL of the requirements listed below:

 Age 60 years or older

• Resident of New York State
• Have not already received TWO 2025 Senior Farmers Market Nutrition Program coupon booklets from another location.
• Income level at or below the following:
  • $2,413/month for a one-person household
  • $3,261/month for a two-person household
  • $4,109/month for a three-person household

 About the Program:

The Senior Farmers’ Market Nutrition Program is administered by the New York State Department of Agriculture and Markets, in partnership with the New York State Department of Health, the New York State Office for the Aging, and Cornell Cooperative Extension. The initiative encourages the consumption of healthy, fresh produce while strengthening New York’s agricultural economy.

 The County Planning Department is developing a Resilience Plan to guide our preparation for change, protection of shared resources, and investment in long-term strength and well-being. As we face evolving challenges, such as increased flooding, aging infrastructure, and pressure on public services, we have an opportunity to plan thoughtfully and collaborate.

Chemung County Invites Groups to Register for the Pumpkin Chucking Contest at Fall Fest

 Chemung County Executive Christopher Moss announced today that registration is now open for the County's first-ever Pumpkin Chucking Contest, part of Chemung County Agricultural Promotion's Fall Fest at the Chemung County Fairgrounds on Saturday, October 18, 2025, from 4:00 to 6:00 PM.

 The contest challenges groups to design and build their best pumpkin-launching device, competing for prizes in both distance and accuracy. Two divisions will be offered:

 Youth Division (Ages 12–17) – using 3–5 lb pumpkins.

Adult Division (Ages 18+) – using 8–10 lb pumpkins.

 "We want families, schools, and community groups to come together, get creative, and have some fun," said County Executive Moss. "This event is about teamwork, imagination, and celebrating the season in a way that's uniquely Chemung County."  Participation is free, but pre-registration is required. The Chemung County Buildings and Grounds Department will begin taking reservations for winter storage on Wednesday, September 3, 2025.  

Storage space is available from October 15, 2025, to April 15, 2025, at the Chemung County Fairgrounds.  The fee is determined by the length of the item being stored (the length of the RV/boat/vehicle length plus the length of the trailer).  Full payment and proof of insurance for the storage period are required.  Space is limited and will be on a first-come, first-served basis.

The Chemung County Buildings and Grounds Department will hold a lottery for bow hunting permits at Harris Hill Park. Participation is open to Chemung County residents only.

• Entry Period:  Opens at 9:00 a.m. on Monday, August 18, 2025, and closes at 9:00 a.m. on Tuesday, September 2, 2025.

The second meeting will be held from 6:00 P.M. to 7:00 P.M. on Wednesday, July 16, 2025 at the Chemung County Department of Public Works located at 803 Chemung Street, Horseheads, NY 14845 to discuss the proposed replacement of the Langdon Hill Road over Newton Creek Bridge (Project Identification Number (PIN) 6755.67).  

The projects are being progressed by the Chemung County Department of Public Works and the New York State Department of Transportation. At present, the projects are in the preliminary design phase.   Representatives from Chemung County, NYSDOT, and Barton & Loguidice, D.P.C. will be available at the meeting to answer questions and obtain comments on the proposed projects from individuals, groups, officials, and local agencies.

ELMIRA-CHEMUNG TRANSPORTATION COUNCIL TO HOST INFORMATION MEETING TO UPDATE THE PUBLIC ON THE CHEMUNG CANAL CONNECTOR TRAIL PROJECT

Open House Scheduled for Tuesday, June 17 from 5-7 pm at Village of Elmira Heights Village Hall

The Elmira Chemung Transportation Council (ECTC) will host a public information meeting on Tuesday, June 17, to provide updates on the proposed 8-mile paved pedestrian and bicycle trail that would connect the existing Lackawanna Rail Trail in the City of Elmira with the Catharine Valley Trail at Huck Finn Road in the Town of Veteran. The informal, open-house style meeting will be held from 5 to 7 pm at the Village of Elmira Heights, Village Hall, 215 Elmwood Avenue, Elmira Heights.

ECTC previously held a public meeting for the project in June 2023 during an initial project feasibility study. The feasibility study (available online) identified a preferred route for the trail along the historic Chemung Canal and railroad corridor taking into consideration public input and engineering constraints.  Building on the feasibility study, ECTC is now conducting preliminary engineering studies to further develop the details of the project design, including the trail route, bridges, trailheads, roadway crossings, and landscaping, among other details. ECTC is also conducting environmental studies for the project per the State Environmental Quality Review Act (SEQRA) and National Environmental Policy Act (NEPA).   Attendees will be able to view preliminary project plans, provide comments, and speak to ECTC representatives who will be able to answer individual questions and concerns. 

The Chemung Canal Connector Trail Project is proposed to close the 8-mile gap between Catharine Valley Trail and the Lackawanna Rail Trail, thereby creating a 29 -mile continuous trail corridor. This new larger regional trail corridor will enhance tourism and related economic opportunities, as well as improve mobility and safety for pedestrians and bicyclists along the trail route. The project will be built in phases and the first phase (Eldridge Park to I-86) is slated to begin construction in summer 2026.

The Chemung County Buildings and Grounds Department announces that sign-ups for swimming lessons at the Harris Hill Pool will open on June 17, 2025. Children must be at least 6 years of age by June 30, 2025, to participate.  Those interested can sign up at: www.chemungcountyny.gov (click on Parks and Rec icon and then Harris Hill Swim Lessons icon). 

There is limited space for swimming lessons, therefore; registration is required.  Payment is required when you register.  There is an additional charge for all credit card transactions.  

Early registrations will not be accepted.

The Harris Hill Pool opened on Saturday, June 14^th. 

There will be one 6-week session with the following choices:

ELMIRA, NY — Chemung County Executive Christopher Moss released a behind-the-scenes video tour of the County’s brand-new transit buses today, showcasing a significant investment in public transportation that combines federal, state, and local funding with fresh design and modern rider amenities.

Chemung County Microenterprise Applications Accepted

Chemung County is accepting applications from small businesses and start-ups for Microenterprise Assistance Program grant funding, provided by a Chemung County NYS Homes and Community Renewal CDBG award, and administered by Alternatives Credit Union. This program will award grants to small businesses in Chemung County located outside of the City of Elmira, with applications accepted on a rolling basis. 

Grants ranging from $10,000 to $25,000 are available to businesses. Eligibility requires that recipient businesses must either be owned by a low- or moderate-income person or, as a result of receiving the grant, create one or more full-time equivalent jobs for low-or moderate-income individuals. 

Applications are accepted via the Alternatives Credit Union MAP portal: https://alternatives.synergenttarget.com/map-grant/. Applications require a detailed business plan that includes historical financial statements (if available) and financial projections for the business. An information session to assist prospective applicants in meeting business plan requirements will be held by IncubatorWorks on the 3^rd floor of Corning Community College, 318 Madison Avenue, on May 20^th at 5:00pm.

The Chemung County Department of Aging and Long Term Care will celebrate Older Americans Month by presenting the 2025 Distinguished Volunteers of the Year Awards and with the reading of a proclamation by Chemung County Executive Chris Moss designating May as Older Americans Month in Chemung County.  

The Distinguished Volunteer of the Year Awards will be presented to three county residents who are 60 years of age or older for their ongoing devotion of time and talent to making a great impact on others without pay or compensation. We will also recognize and celebrate all Chemung Volunteer Action Corp (CVAC) members for their volunteer contributions.

Established in 1963, Older Americans Month (OAM) is celebrated every May. Led by a federal agency, most recently under the Administration for Community Living (ACL), OAM is a time to recognize older Americans' contributions, highlight aging trends, and reaffirm commitments to serving the older adults in our communities.

The 2025 theme, Flip the Script on Aging, focuses on transforming how society perceives, talks about, and approaches aging. It encourages individuals and communities to challenge stereotypes and dispel misconceptions. This year, join us in honoring older adults’ contributions, exploring the many opportunities for staying active and engaged as we age, and highlighting the opportunities for purpose, exploration, and connection that come with aging.

Free Emergency Preparedness Training Coming to Southport Volunteer Fire Department on May 14, 2025

In an era of increasingly frequent and extreme weather events, emergency preparedness is more critical than ever. To help residents be ready for any type of disaster, Governor Kathy Hochul, in conjunction with the Southport Volunteer Fire Department, is bringing the New York State Citizen Preparedness Corps Training Program to Chemung County.

This free, in-person training session will take place on Wednesday, May 14, 2025, at 6:00 PM at the Southport Volunteer Fire Department, 1001 Carl Street, Elmira, NY 14904.

The program will teach participants how to prepare for, respond to, and recover from natural or man-made disasters. Topics include creating a family emergency plan, understanding the types of disasters most likely to affect New Yorkers, and assembling a well-stocked emergency supply kit.

Every household that attends will receive a free Citizen Preparedness Kit to assist in developing and maintaining their emergency preparedness plan.

Chemung County Nursing Facility to Undergo Planned Power Outage for Generator Switch Replacement

The Chemung County Nursing Facility will be undergoing scheduled maintenance on Tuesday, April 22, 2025, to replace a generator switch. This necessary work will cause intermittent power outages throughout the building during the day, beginning at 5:00 a.m. and expected to be completed by late afternoon.

To safely complete these repairs, temporary disruptions to power-dependent services, including lighting, phones and elevators, will occur at the following estimated times:

• Elevator Service Interruptions:
  • 5:00 a.m. to 6:30 a.m.
  • 2:00 p.m. to 3:30 p.m.
• Lighting and Phone Interruptions:
  • 6:30 a.m. to 8:30 a.m.
  • 3:00 p.m. to 4:30 p.m.

These timeframes are estimates and may shift based on the progress of the repair work.

To ensure resident safety and comfort, the facility will increase staffing during these times and fully implement all emergency protocols. Staff members have been trained and are prepared to support all resident needs during this temporary disruption.

In the event of telephone service interruptions, communication will remain accessible through the alternate number: 607-481-5503.

Direct communication with residents and family members listed as emergency contacts will be maintained and updated throughout the day as more accurate timing becomes available.

 Temporary Service Disruption at Chemung County DMV

 The Chemung County Department of Motor Vehicles is currently unable to process Real ID or Enhanced License upgrades, new permit applications, or out-of-state license transfers due to an equipment issue with the photo camera.

Repairs are scheduled to take place on Friday, April 18, and are expected to be completed by late afternoon.

All other DMV services remain available.  Customers are encouraged to plan accordingly and delay visits requiring photo services until full functionality is restored.

Dry Brook Road (CR23) in the Town of Chemung will be closed for a bridge replacement project beginning Monday, April 14, 2025. The closure will take place at the Dry Brook Road Bridge over Dry Brook, between Strops Road and Dininny Road. Reopening is scheduled for September 2025. A detour will be posted utilizing County Road 60 (CR60), Rotary Road (CR71), and West Dry Brook Road (CR50). A message board regarding the closure was installed. 

The planned work is subject to change based on weather and contracted equipment availability.  As always, please drive carefully, and allow extra time to reach your destination.
